Job Description:

The Head of ASC reports operationally to TASRR with a programme reporting line to the relevant Services Programme Manager (SPM) and Airbus KAZ Branch Managing Director. Within the teams at all ASCs there are typically a combination of TASR staff (reporting to Head ASC), staff from other CoCs and functions (eg CAMO), temporary staff, and Work Package subcontractors; the ASC Head is responsible for coordinating the efforts of these staff to provide a coherent service to the customer. The role requires a high level of leadership, communication and influencing skills plus the ability to operate with minimal day-to-day supervision due to geographic remoteness.

Main activities

The Kazakhstan ASC Head supports TASRR in executing the TASR Roles and Responsibilities within the contractual and operational framework of Kazakhstan. This requires a specific set of activities depending on the scale and maturity of the project. The following provides a global view which shall be tailored to contracted requirements, local setup, and phase of project.

1. Before Kazakhstan EIS (Entry Into Service):

- Support the set-up of subcontracting arrangements with service providers (if any).

- Manage the set-up of all ISS processes with the customer (before and after EIS).

- Support set-up of services, including risk mitigation measures, according to the EIS plan.

2. After Kazakhstan EIS:

- Integrate all Kazakhstan ISS services on-MOB and off-MOB, including: Fleet Management, Material Support, Technical Support and Maintenance Services to deliver the best value for money global output while complying with quality and airworthiness regulations.

- Ensure that performance delivery complies with ISS contractual obligations, and especially:

- Work closely with the Kazakhstan SPM and Airbus Branch KAZ Managing Director to establish necessary priorities and objectives.

- Deal with aircraft on ground (AOG) and incident inquiries with the appropriate urgency.

- Identify and solve all support issues proactively to avoid ‘firefighting’.

- Ensure that all user requests are properly addressed and reflect the real needs.

- Ensure that the obligations of central services are delivered at the right performance level.

- Ensure that the ASC complies with the standards, processes and policies of central functions and CoCs (with exceptions agreed where mandated by local customer requirements, environment or regulations).

- Measure and report KPIs for performance levels, negotiate common agreement at working level on those values with the customer, measure compliance with their obligations and forward all relevant negotiation information to the SPM.

- Support contract reviews and performance assessments.

- Represent Airbus DS in front of customers, mainly on MOB and occasionally at support HQs and DE&S procurement agency alongside SPMs for the support of the Kazakhstan fleet

- Establish and maintain good relationships with all stakeholders, through regular liaison.

- Manage obligations of contractors (e.g. MRO providers) and ensure that Airbus obligations towards these subcontractors are delivered in line with contracting arrangements.

- Drive a continuous improvement culture, both within the ASC and by triggering all departments inside Military Aircraft to improve the achieved performance and profitability.

- Set-up and monitor internal Service-Level Agreements and yearly budgets as a flow-down from contract commitments and business objectives.

- Issue periodic reports for internal and external purposes.

- Propose and implement actions to improve overall customer satisfaction.

- Support other customers’ A400M deployments according to arrangements set by and between the nations.

3. Throughout the project, supporting TASR level objectives:

- Acts as a key player and facilitator in the implementation of the TASR Improvement Plan.

- Ensures integration of teams’ activities and all data required to run TASR CoC.

- Enhances organisation by leading implementation of best working practices and processes.

- Enhances organisation reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to operations in all the ASCs.

- Develops strategies and solutions by studying the integration of new ventures within TAS; examining risks and opps, partners' needs and goals.

- Protects the organisation's value by keeping information confidential.

Outputs

The jobholder will deliver:

- The A400M Kazakhstan EIS and ISS contractual performance commitments under Kazakhstan program.

- Continuing Airworthiness and Fleet Availability are the two prime objectives driving towards a vision to be a first class fleet management organisation. Continual improvement outcomes to enhance performance and profitability.

- Budget adherence to assure the level of profitability set for the contract. - Contribution to the renewal/extension of the contract.

Organisation structures

The jobholder is based at the ASC at Almaty International Airport / Zhethygen. The post reports to the HO TASRR.

- Decision and Leadership Authority.

- Ensure cohesion between all team members, whether belonging to Airbus Defence & Space or to sub-contractors or to customer staff embedded into the ASC. Motivate them to deliver full support.

- Assign resources and personnel according to priority and individual skills. Set specific goals and perform annual interviews of team members. - Propose goals and forward performance assessment for personnel from COCs and subcontractors.

- Manage In-Service Support obligations and outputs of MROs/shops/bays of subcontractors.

- Ensure highest standards of Ethics and Compliance in the ASC (and in collaboration with Procurement to drive equivalent levels of compliance by contractors).

Major problems to be solved in this position

- Motivate and hold together a disparate team of direct and indirect personnel, plus contractors.

- Ensure delivery of contractual commitments quickly under high pressure

- Identify, and contribute to mitigate, all risks associated with the EIS and ISS, including supporting the resolution of A400M maturity issues.

- Influence the whole scope of operations, including Fleet Planning, Flight Operations, Deployments.

- Assist the customer in adopting best practice as they integrate a sophisticated aircraft into their fleet.
