Junior Expert - Technical Expert (Civil engineering and infrastructure)
The technical expert will have hands-on experiences in preparation and technical management of building construction and infrastructure project. The expert will possess necessary licenses and capabilities for development of a technical documentation (all necessary documentation for issuing construction permit, and other documentation in line with the Law on Planning and Construction). The expert will work closely with the SNKE, SKE, TL, and other junior experts, Permanent Working Group and other TA project beneficiaries to develop and prepare technical documentation of 13 target municipalities in Serbia. The documentation will cover specific phase of sustainable housing solutions and improvement of infrastructure in Roma settlements (technical documentation - phases of construction of new buildings, reconstruction and rehabilitation of structures, all types and complexities of construction systems, materials, ranges, floors and heights; the foundations of all types of objects; access and construction roads and access roads; industrial facilities and plants). The expert will support the process of project management and making technical documentation for civil engineering and infrastructure oriented phases of projects. The expert will assist the SNKE in identification of all technical and legal-property issues of 13 target municipalities in Serbia with existing Roma sub-standard housing settlements. The expert will develop technical documentation (all necessary static calculation and construction design phases) for issuing construction permit and other documentation in line with the Law on Planning and Construction. Approximate total number of projects for which documentation shall be prepared is 20. Involvement of this specific expert will depend on the type and scope of the projects. In those 13 pilot municipalities, technical documents shall be prepared for improvement of living and housing conditions among Roma in informal settlements. The type of the measures for which technical documentation to be prepared are the following: construction of housing solutions, construction of wastewater utilities, roads, etc. The measures are not limited to these examples of measures.

Qualification and skills:
- University degree in a relevant field, Civil Engineering/ where at least 4 years of studies have been completed
-Possesses the required licenses for design (license 310) issued by the Serbian Chamber of Engineers, according to the Law on planning and construction
-Possession of additional required licenses and skills (energy efficiency or fire protection certificates, s oftware for modeling and calculating structures) will be considered as asset
-Working knowledge of English; Working knowledge of Serbian will be considered as asset

General Professional Experience:
- Minimum 3 , preferably 4 years of postgraduate experience in preparation of projects phases of statics and construction design

Specific Professional Experience:
-Minimum 1, preferably 3 years of postgraduate experience in technical management preparation of projects
-Minimum 2 design projects with international companies or financing institutions (for example EU/IFI) will be considered as asset
-Experience in at least 1 works related to regulation plans and project of lot subdivision will be considered as ass
-Experience in preparation of project of communal infrastructure will be considered as asset

Working period:
-Short-Term Engagement

Civil servants and other staff currently employed by public administrations of the beneficiary country are not eligible to apply as expert.
Experts must be independent and free from conflicts of interest regarding the responsibilities defined by the Terms of Reference.
