Role Purpose

Your Role

·  We are looking for an enthusiastic and proactive individual to join the Financial Crime (FC) Chief of Staff office Team. In this role you will be supporting the Senior FC People Strategy and Culture Manager, who is responsible for the design, coordination and execution of the Global FC People Strategy.
·  In this role you will be engaging with stakeholders at all levels across FC globally, as well as stakeholders within HR, Learning and Development, Communications and the wider Risk and Compliance function. You will contribute to building and maintaining a culture of leadership, trust, innovation, and accountability across all levels of the function, ultimately to empower our people to acquire future skills to create a simpler, more agile, and effective function.
·  Each day will look different in this role, it is an exciting opportunity to work in a fast paced and dynamic team. You will be involved in the planning and delivery of key People and Engagement initiatives across FC, as well as taking ownership of BAU tasks such as MI and reporting, drafting and issuing communications and will be deputising for the Senior FC People Strategy and Engagement Manager.

What you’ll do: 

The appointee will:

·  Provide full governance and administrative support to Group FC
·  Be responsible for the creation of meeting packs, papers, agendas items and MI, liaising with stakeholders across regions and global teams for relevant updates, ensuring the meeting materials are accurate and complete.
·  Provide minute taking and timely distribution of minutes to Committee Members
·  Be responsible for updating Risk, Issues and Decisions logs and pro-actively monitor all actions from meetings.
·  Undertake diary management – meetings organized, rooms booked and diary invites managed
·  Direct enquiries as appropriate to other members of the management team.
·  Support the management, administration and secretariat for the Group FC Management Committee (ManCo) and Global FC ExCo.
·  Manage content updates to the Group FC SharePoint libraries and intranet page
·  Assist in measuring Group FC performance by sourcing and collating data at a Group and Regional Level
·  Be the owner of Group FC DIMs, ensuring changes and updates are appropriately governed, keeping the document up to date and relevant.
·  Manage the various team inboxes and calendars, ensuring all requests and queries are responded to timely and adequately.
·  Be responsible for ISR / BIRO and record keeping commitments including access, administration, recertification and maintenance of necessary audit trails.

Impact on the Business

·  Assist Line Manager in the oversight and management of the activities under scope, providing input and
·  support to other members of the team
·  Ensure adherence to global Compliance Management Office processes, principles and approaches
·  Champion and contribute to change and BAU programmes in Group FC
·  Ensure Group FC’s approach, priorities, objectives and outputs are documented and communicated appropriately

Customer / Stakeholders

·  Build strong relationships with all internal stakeholders, adopting a collaborative approach to the execution of tasks with minimum conflict.
·  Ensure the Head of FC Capability and Senior FC Capability Managers are clearly briefed on material functional management matters.
·  Build productive relationships across Complaince.
·  Work with HR and Communications to ensure that there is effective support in delivering the Group FC objectives.
·  Support resources, people, and process and change management to support a customer focus business

Leadership and Teamwork

·  Work closely with Line Manager to provide guidance and support in the management of the team.
·  Support the production of high quality deliverables, ensuring that all relevant documents such as Terms of
·  Reference, working papers and final reports, are completed in-line with Group FC guidance.
·  Demonstrate effective teamwork, engagement and collaboration across Compliance and peer groups.
·  Set the highest standards through your personal behaviour, interaction with others and in the example you
·  set in the workplace
·  Support effective communication across Group FC, delivering key messages and strategic updates as appropriate.
·  Identify training and development requirements and propose solutions

Operational Effectiveness and Control

·  Support the continuing development and transformation of the Group FC operating model to ensure the
·  business operates increasingly effectively and efficiently and is able to deliver HSBC's strategic goals.
·  Support the definition and embedding of policy and governance frameworks across Group FC to ensure
·  quality, effective risk management and regulatory compliance
·  Through effective analysis of MI, Internal Audit reports, reviews and other key information, support the
·  identification and communication of emerging trends that may impact the effectiveness of the Compliance function.

Management of Risk

·  The jobholder will continually assess operational risk associated with the sub-function and inherent in its activities, taking account of changing financial crime threats, geopolitical, economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring, and the impact of new technology in accordance with the operational risk framework 
·  The jobholder will ensure that fair treatment of our customers is at the heart of everything we do, both personally and as an organisation

Observation of Internal Controls

·  Maintain HSBC internal controls, including timely implementation of internal and external audit points together with any issues raised by external regulators
·  To assist in the discharge of accountabilities set out in the Legal & Compliance FIM by proactively assisting Compliance Managers in their responsibilities to assist management in identifying and containing compliance risk, monitoring, reporting and certification, fostering a compliance culture and optimising relations with regulators

Major Challenges

·  Global Compliance and Group FC continues to experience periods of rapid and deep change both
·  internally and externally. Coordinating a broad matrix team within a sub-function in such an environment is
·  challenging by itself.  However, there are additional challenges resulting from internal restructuring of our
·  business, major cost reviews and implementation of efficiency programmes.
·  Implementing and managing a uniform approach to operations, in view of disparate operating procedures
·  already in place (within the organisation and within departments) and the unique issues, requirements and
·  problems associated with each
·  Balance competing demands from different external and internal stakeholders, taking into account the
·  impact of regulations, business and geographical diversity.
·  Be attuned to the political, management, operational, regulatory and reputational implications of particular
·  decisions and courses of action. 
·  Assist management in development of controls and systems.  Influence the way in which business is
·  conducted in order to manage related risks.

    Role Context

·  The Compliance function is a Second line of defence (LOD) function, responsible for reviewing and challenging the activities of the Group’s businesses (also referred to as “the First LOD”) to ensure that they effectively manage as “Risk Owners” the risks inherent in or arising from the conduct of their activities and for which they are responsible. The Second LOD has 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the First LOD. The Compliance function is a Risk Steward for a number of non-financial risks in accordance with HSBC Group’s risk framework. The Group Financial Crime team also contains a number of control owner activities such as the Investigative capability for the bank, Transaction Monitoring Controls, Surveillance and the Affiliate Due Diligence team.
·  The Group FC Management Office is a Centre of Excellence delivering business support (e.g. procedure and training development and management, governance, strategy, internal and external engagement) as well as day-to-day business management (e.g. manpower planning, budget and resource management, review co-ordination analysis and tracking and managing meetings).
·  This role is a Group role within the Group FC Management Office reporting to the Head of FC Capability and the role holder is required to work with considerable autonomy, dealing with issues for which there is no obvious solution while still being able to apply judgment. The job holder is also expected to help guide other colleagues in the team and make suggestions based on their knowledge and experience. Ongoing need to seek and implement efficiency improvements and enhancements to the conformance processes and procedures.

·  Excellent Excel skills, and have the ability to analyse and interpret data
·  Excellent PowerPoint skills, and be able to produce presentations suitable for an ExCo level audience
·  Excellent written and verbal communication skills, with meticulous attention to detail
·  Experience of writing clear and concise communications, suitable for audiences at all levels
·  Ability to prioritise conflicting demands and problem solve in a dynamic environment
·  Ability to work well under pressure to tight deadlines
·  Ability to provide high levels of support for all levels of the People Strategy
·  Ability to build rapport and relationships with stakeholders at all levels to achieve desired outcomes
·  Self-starter with the ability to work independently
·  Strong planning, organisation, and time management skills
·  Lead key initiatives related to the People Strategy, Snapshot, Engagement, Communications and Townhalls
·  Utilise design thinking to build and track MI to measure outputs effectively
