Role Summary/Purpose

The Project engineer has the onsite responsibility to deliver improvement project or some specific task arranged by project director to the LM Production organization. Projects will be in greenfield or brownfield plants, and in some cases plant extensions. Particular focus is on health & safety, on-time delivery, compliance and quality. The Project engineer reports to Project Director in China for New Capacity.
Essential Responsibilities

Directly manage brown field projects to include planning, schedule development, scope preparation, budget development, staffing, design, procurement, installation, start-up, and project handover.

Establish effective means and methods for handling risk management, change management and stakeholder relations.

Coordinate the external engineering firms, consultants, suppliers and contractors required for project activities and assure their work conforms to project requirements.

Closely follow-up on project performance to assure control of quality, budget, schedule and safety and take pro-active corrective actions when required.

Be onsite daily during the majority of construction and execution phase to ensure quality, budget, and timeline for construction.

Develop plant layout including site plan, equipment layout in production, etc.

In project preparation phase, set the budget with director NC according to requested in the business case, and ensure project stay in budget

NC china region documentation management to ensure good archive regarding as-built, contract, PO etc.

Prepare regular oral and written reports of project progress and status. Maintain the appropriate flow of information and communication to project steering committees and other stakeholders.

Lead projects according to the New Capacity Handbook

Drive a culture of safety, integrity, and compliance in the project team and lead by example

Ensure all necessary permits will be requested and approved

Be a role model: respect and adapt local cultures and habits while being compliant to legislation and company policies.

Drive an inclusive collaboration and cross-functional cooperation on site to ensure the project target
Qualifications/Requirements

A bachelor or master’s degree in electrical engineering, mechanical engineering or civil engineering, can use AutoCAD software frequently

A minimum of 5year experience in design, construction, execution and commissioning of production facilities

Knowledge of blade manufacturing is preferable

Strong English language skill (verbal and writing), preferably combined with Chinese language skills
Desired Characteristics

Strong knowledge of the disciplines such as specifying and assessing plant designs, permitting and infrastructure, understanding of environmental requirements (e.g. air-handling and filtering), policies and regulations established internally as well as state and local laws

Understanding customer commitments and considering the external impact of business activities and decisions on the external environment

Strong and inclusive communicator, with experience in communicating to a diverse audience
