POSITION SUMMARY:

Manages Software Development department and projects. Provides oversight on software design principles, practices and implementation in complex systems. Creates software development plans for new projects. Provides guidance to development team.

ESSENTIAL FUNCTIONS:

·  Execute the product development process on a particular project within Software Development.
·  Develop and evaluate plans and criteria for a variety of projects and activities.
·  Manage Software Development team's project schedule and budget.
·  Advocate for and assess the need, feasibility and soundness of proposed software products, applications or methodology.
·  Oversee the development of new or refined software products, processes, and/or methods.
·  Work on significant and unique issues where analysis of situations or data requires an evaluation of intangibles.
·  Represent functional area on Core Teams with respect to product support, design and project management.
·  Share responsibility for team results.
·  Resolve issues in the team.
·  Act as project communication focal point and facilitates information exchange with all resources working on the project who are not on the core team.
·  Take joint responsibility for results when presenting to the LCC(T).
·  Keep COE Manager informed.
·  Lead an Extended Team, manages work product and facilitates information exchange.
·  Drive Extended Team Members performance evaluations including MBO's and their results, merit increases and promotions.
·  Monitor work to ensure quality, and continuously promote Quality First Time.

MINIMUM QUALIFICATIONS:

Formal Training/Education:

·  Bachelors Degree, or equivalent training/education.

Experience:

·  6 years experience in related functional area of expertise.
·  2 years supervisory or project leader experience.
·  Knowledgeable of the end-to-end development process and the linkages.
·  Extensive experience in modular structured software development, familiar with software technologies inuse on the team being managed.

Knowledge, Skills, and Abilities:

·  Strong written and verbal communication skills.
·  Proficiency with word processing, spreadsheet, database, email software and business productivity tools.
·  Ability to manage by and meet deadlines.
·  Excellent time management, project planning, organization and problem solving skills.
·  Strong interpersonal skills.
·  Ability to lead efficient meetings.
·  Ability to foster effective communication (verbal, non-verbal, written, listening) with and among Extended team members.
·  Recognized people development skills.
·  Knowledgeable team building skills including, member selection, conflict resolution and coaching crossfunctional interactions.
