The project involves the construction of a 15-kilometre-long line – of which 11.8 kilometers of elevated metro line and 3.2 kilometers underground metro line - branching off the existing red line at the Nakheel Harbour & Tower station.

Power Supply Testing and Commissioning Supervisor

Purpose of the Job

Supervise the subcontractors or Alstom Team (Engineers and Technicians) to testing and commissioning to High Voltage (HV), Low Voltage (LV), Traction & Auxiliary Power supply including organization of the instruments and documentation for each kind of test.

HV, LV, traction & Auxiliary Power supply:

HV electrical traction power substations and HV –LV power cables testing on the railway platform:

Metro Traction, auxiliary power stations and HV –LV power cables testing on the railway platform:

AC HV & LV Switching and distribution cubicles, transformers, control command and protection panels.

DC Switching and distribution cubicles, inverters, control command and protection panels.

HV – LV – control command cables installed in power substations and on track platform.

Mission

Objectives

Supervise the subcontractors or Alstom Team (Engineers and Technicians) to testing and commissioning to HV, LV, Traction & Auxiliary Power supply.

The Supervisor must be checking the instruments, documentation, performances, costs, quality and health and safety.

Must be check the values obtained in all the T&C and compare with standards if the values are in accordance of the design and if it's OK for final energize.

Deliver the equipment's HV, LV, Traction & Auxiliary Power supply tested in accordance the documentation (standards, SIT procedure and final reporters).

Measurement

·  Weekly reports of the subcontractors or Alstom Team about Testing and Commissioning (T&C) PLANNED X RUN.
·  Follow-up of the T&C progress each test and each substation.
·  Costs, QC and HS indicators

Responsibilities

·  The Power Supply (POS) Testing and Commissioning Supervisor (based on site) reports directly to the Power Supply Testing and Commissioning (T&C) Manager and is in charge supervise the subcontractors or Alstom Team in order to check and to give the first approval about the Power Supply T&C’s equipment making sure that the installed equipments are tested in conformity with the test plan, standards and procedures, in compliance with the contractual obligations, the QA/QC system and the Time Schedule in place and forecasted cost.
·  Check the Testing & Commissioning program and discuss with his manager and subcontractors about the feasibility and the best way to execute.
·  Check all the instruments that the subcontractors or Alstom Team will use, if they are in good conditions and safety for the test.
·  Follow-up the Site Quality Plan defined at site on testing activity to control and master the Coordination of the teams, the Testing Process and guarantees the contractual requirements (checking and controls).
·  Ensure that the Subcontractors equipment used to execute the tests is conforming to the local legislation.
·  Ensure the Subcontractors present and maintain on site the validity of the certificates (checking reports, gauging) of the equipment, instruments and tools used for the tests.
·  Report to the Testing and Commissioning (T&C ) Power Supply Manager and/or the Project Manager of all major events and decisions, which can have a major impact on the Site activity, and/or the general progress of the project. Propose the relevant measures of conservation.
·  Make sure that the subcontractor’s team members have the required abilities.
·  Check that the follow-up of the subcontractor’s measuring equipment, used during the tests, is made according to the quality clauses of the contract. Check the compliance and certificates of the testing equipment (filling the Inspection of Measuring Equipment sheet, IME).

Candidate Requirements

Educational Requirements

Electrical/Testing diploma/degree

Desired Knowledge / Experience

·  Minimum 2 years, as Testing and commissioning Supervisor in identical field.
·  Validated experience in HV, LV, traction and auxiliary electrical power system distribution testing follow-up and execution.
·  Special knowledge about electrical instruments of measurement as megohmmeter, oscillograph, hipot, ground tester, protection relays tester and contacts resistance tester.
·  Read and comprehension electrical schematic diagrams checking the functionality and if necessary propose small modifications or change within Engineer Team.
·  Read and comprehension all the electrical standards used in electrical system and subsystem for Subways.

Technical Skills & Competencies

·  Good knowledge of the traction and auxiliary energy distribution system, in terms of installation, testing and electrical protections setting.
·  Good knowledge of electrical HV network and substations, in terms of installation, testing and electrical protections setting.
·  Good knowledge of electrical protections and monitoring systems.
·  Good knowledge of the other activities, upstream to electrical power system distribution installation such as civil works and electromechanical industrial equipment’s.
·  Knowledge of downstream activities as railway traffic, urban traffic regulation, and passenger stations utilities.
·  Good relationship with his subcontractors or Alstom Team.
