Adecco are currently recruiting for a Director of Legal and Democratic- Services for a Local Authority in the West London area.

Client: Local Authority in West London

Job Title: Director of Legal and Democratic- Services.

Pay Rate: £850 - £900 a day UMBRELLA (Inside IR35)

Hours: 35 Hours a week (Mon-Fri) Hybrid, mix of office and home

Duration 3 - 6 Month Contract (likely extension)

PURPOSE OF ROLE:

As the client's head of function for legal and democratic services (and the statutory monitoring officer), to advise the Chief Executive, Leader of the client, Portfolio holders, Corporate Board and client on all matters relating to law, democracy, and standards issues - - To provide corporate strategic direction and leadership on law and democracy issues; - To provide a strategic legal and democratic service to Executive Directors and their management teams; - To lead and develop Ealing's legal and democratic services capability to deliver and grow the core law and democracy competence required to achieve Ealing's vision; - To ensure the client has a constitution and supporting documents and procedures to meet legal requirements, maximise effectiveness and efficiency, and achieve its organisational goals, and to secure the delivery of the constitution and associated requirements throughout the client; - To be and carry out all functions and responsibilities of the client's monitoring officer, in accordance with relevant legislation, ensuring that the client meets its legally responsibilities and acts lawfully at all times; - To provide high level support on the appropriate rules and procedures to follow and opportunities available to deliver the client's strategic objectives; - To advise on or lead negotiations on significant or politically sensitive issues where required and act as Solicitor to the client; - To put in place and achieve implementation of and compliance with the Code of Conduct for clients; - To be responsible for the client's election functions; - To be responsible for the client's member services function and to act as the client's principal point of contact with elected members - To be responsible for the client's whistleblowing policy

KEY ACCOUNTABILITIES

A: Act at a corporate level to support the client in achieving its Corporate Plan: * Be Ealing's head of function for legal and democratic services, with responsibility for legal and democratic services across the whole client, ensuring legal and democratic services' strategic contribution to Ealing meeting its corporate goals. * Lead Corporate Board, CLT and Members in relation to the constitution and related policies and procedures. Review, implement and monitor Ealing's constitution and all related policies, strategies, and procedures, ensuring best practice, pragmatism, legality, and that changing operational needs are met with sound and enabling procedures which take advantage of available opportunities. * Lead on embedding customer service, capacity building, leadership, management practices and performance across the legal and democratic service. * Provide support to the Corporate Board and Members in planning and delivering appropriate strategies for good governance and behaviours, and realising identified benefits, while maintaining high morale and productivity; * Lead on standards issues, supporting CLT, clients, and Senior Managers. * Lead on elections and client issues. * Ensure that the client has streamlined, effective and legally compliant decision-making processes for all matters. * Represent Ealing client in legal and democratic forums at regional and national level * Act as a key member of the Corporate Resources Directorate Management Team (DMT
