Job Description

·  Manage EPA NRI Consent Decree Deliverables that are directed at (1) reducing air emissions of NOx, SO2, CO, and PM from the FCCU wet gas scrubber, heater stacks, boiler stacks, flares, and Sulfur Recovery Unit Tail Gas Thermal Oxidizers; (2) enhancing the benzene waste operations (BWON) control program; and (3) enhancing the piping component fugitive VOC leak detection and repair (LDAR) program.
·  Calculate emissions associated with Tailgas Incidents as defined by the EPA NRI Consent Decree; Review emissions associated with Acid Gas and Hydrocarbon Flaring Incidents as defined by the EPA NRI Consent Decree
·  Prepare reports and supplemental information in support of issues arising with the EPA NRI Consent Decree for Total Legal Representatives, Local, State and Federal regulatory agencies as well Total Management
·  Prepare reports to Local, State and Federal regulatory agencies
·  Support the Environmental Management System (EMS) program and facilitate a continued improvement in the development and implementation of Tier 2 and Tier 3 documents to support the EMS program.
·  Participate to internal audits of EMS programs, permit compliance, regulatory compliance, and corrective action plans.
·  Provide environmental support to Task Forces upon request (e.g., BWON, Outfall Cyanide, etc.)
·  Ensure that refinery quality and safety initiatives are carried out in daily activities
·  Participate in the 24-hour On-Call Duty rotation
·  Assist in obtaining new air permits and amendments to existing permits for Port Arthur Refinery / Advise management on new rules and regulations that will affect PAR operations
·  Perform additional duties as needed/directed within the PAR Environmental Department.

Candidate profile

·  Bachelor of Science Degree in Chemical Engineering, Environmental Engineering/Science, Chemistry or related field
·  5+ years Refinery or Petrochemical Experience (air quality environmental experience preferred); Experience in monitoring of air quality and pollution prevention systems; Knowledge of Texas and Federal environmental regulations
·  Must have excellent writing and negotiating skills; including leadership, documentation and organization skills. Ability to train all levels of plant personnel regarding environmental responsibilities. Ability to interact and develop a good rapport with facility personnel and regulatory agencies.
·  Must be available to participate in on-site and off-site meetings with local, state, and federal regulatory representatives as necessary to work environmental issues.
·  Must participate in rotational 24-hours/day weekly assignments as Liaison in the Incident Management Team.
·  Must be able to work outside normal work hours as necessary to investigate, document, report, and follow-up on environmental discoveries/incidents.
·  Must be able to enter and reach all outside areas within the refinery in all weather conditions donning appropriate PPE for normal and abnormal environments.

·  Work is defined by regulation, consent decree, and/or permit specifications established by state and/or federal authorities such as the Texas Commission on Environmental Quality (TCEQ) and the Environmental Protection Agency (EPA).
·  Work includes communicating to influence a cross section of employees to position operations and facilities to conform to applicable environmental specifications and to sustain these positions by integrating identified required activities into either existing or new environmental management programs.
·  Establish and maintain programs to ensure compliance with all provisions of the EPA NRI Consent Decree, as well as any other regulatory environmental requirements.Communicate detailed regulatory requirements to all appropriate parties.
·  Implement and steward extensive and comprehensive action items via IMPACT Enterprise in support of the EPA NRI Consent Decree.
·  Steward certain environmental air quality regulatory reporting to Local, State and Federal agencies to ensure consistent, factual and comprehensive reporting and supporting documentation; mainly EPA NRI Consent Decree related.   Manage the environmental service contractors to ensure projects adhere to scope expectations and deadlines.
