Description of the Business Line or Department

Mission Statement of CPLE Compliance:

“To enhance and maintain a robust compliance framework, in partnership with all stakeholders, to execute the firm's strategy in accordance with its risk appetite, regulatory expectations and industry best practices”.

In order to achieve its mission statement, GBS? Compliance activities are centred around five key objectives, in support of senior management, business lines and resource functions, where the business lines have first level accountability and responsibility, and where GBS Compliance's responsibility is with respect to compliance, reputational and conduct risk matters. These five key objectives are as follows:

1. Providing advice and policy development

2. Facilitating knowledge and awareness

3. Coordinate monitoring and surveillance activities

4. Performing risk assessment, review and control activities

5. Managing the relations with regulators

Capital Markets Surveillance (‘CMS') has a specific mandate within Compliance to perform the 3 rd objective. The Capital Markets Surveillance function (CPLE/MAR/CMS) is a global function which is responsible for the Wholesale Compliance department's risk-based surveillance program along with certain surveillance and disclosure activities undertaken for other parts of the SG Group. The function's core activities entail Trade, Communications and rule-based surveillance activities along with the processing of Significant Shareholding Disclosures for the group. The Global Head of CMS has a direct reporting line to the Global Head of Wholesale Banking Compliance and is supported by 3 functional global heads covering Trade and Communications surveillance and Significant Shareholding Disclosures, 2 regional heads of CMS in AMER and APAC, a transformation team and the CMS/COO function.

Summary of the key purposes of the role

CPLE/CMS has embarked on an ambitious Global project to build next generation Surveillance tools and controls to cover the regulatory risk of Market Abuse. The project aims to deliver a quantitative solution that would reduce the reliance on existing manual, legacy and select vendor-based systems. The team is seeking a competent, experienced Trade Surveillance practitioner to step into the role of Lead Subject Matter Expert for this project. The candidate is expected to work with Global Surveillance teams to draw out regional requirements, enrich them with their experience and vision, and collaborate with Data Scientists and Technology teams to deliver the solution.

· Lead as a business representative in different workshops, managing global representatives, stakeholders and be the owner of relevant business facing documents and processes

· To provide expertise and subject matter guidance on Trade Surveillance risks, controls and regulatory framework to enable development of in-house tool

· To manage the development, testing and validation of deployment of an internal surveillance system for the Surveillance team who will perform Surveillance of key risk areas, reporting any concerns in line with set expectations

· Contribute to quantitative control development, algorithm validation, risk evaluation and documentation for internal and external stakeholders including regulators

· Collate and document requirements from global stakeholders to create a global consolidate list of surveillance needs. Provide industry expert view for the same to enrich the requirements. .

· Partner with global surveillance stakeholders to deliver an effective surveillance system to meet the needs of the global surveillance team.

· Ensure all requirements are accurately documented and approved by all stakeholders.

· Present how business requirements translate to end product to the stakeholders

· Develop and deliver appropriate training material, procedures and control registration documents

Summary of responsibilities

· Partner with global surveillance stakeholders to deliver an effective surveillance system to meet the needs of the global surveillance team.

· Provide effective project management support and input to ensure the successful development, documentation and deployment of a surveillance system. This includes documentation of risk mitigation and coverage against the regulatory requirements and expectations

· Work with Project manager to deliver appropriate reporting on the development, documentation and implementation of the surveillance system

· Provide inputs and validation for quantitative development.

· Coordinate, manage and conduct product/algorithm testing and validation

· Develop appropriate training to ensure all deployments are effective.

Level of Autonomy and Authority

This role is key to coordinating, documenting, developing and challenging the implementation of an internally built surveillance system. The individual will be required to challenge development requirements, methodology and the requirements defined by Surveillance and R&D stakeholders to ensure SG develop an effective, efficient and compliant surveillance tool. All final decision will however be made by the regional heads of Surveillance and Global Head of CMS

Profile Required

Competencies

· Extensive relevant or transferable skills in conducting, developing or managing surveillance solutions. Preferably in a regulatory framework at leading Tier 1 or 2 Financial Institutions

· Excellent understanding of Market Abuse risks, alert and investigation process, regulatory expectations and risk mitigants

· Excellent understanding of Capital markets trade & order processing, booking models, data structures, market data interpretations, particularly with respect of Cash Equity and Listed Derivative Products

· The role requires someone who can work in a fast-paced Agile project environment. This require the candidate to be flexible to ever changing regulations and technology

· Someone who can multi-task between subjective and objective topics, coupled with ensuring they can manage a constantly evolving team

· Ability to understand, explain and document model risk with respect to regulatory requirements.

· Working knowledge of company policies, regulation, private and public sides of businesses and market practices

· Excellent attention to detail.

· Respect for highly sensitive information

· A team player who can work collaboratively within immediate and wider global teams to complete existing and expanded surveillance requirements

· Innovation: An outside of the box thinker who brings a solution-based mindset, who can identify potential gaps and work to facilitate the implementation of initiatives designed to improve surveillance offering

· High level documentation and presentation skills

· Excellent written, oral and leadership skills working with multicultural global teams
