The Public Service Sector consulting practice is a trusted advisor to federal, state and local governments, partnering to meet challenges and responding quickly to citizen demands, business needs, new economic conditions, and changing legislative priorities and policies.

IBM is looking for a Technical Delivery Manager (TDM) whose primary responsibilities will be to lead a team of technical engineering resources in the standup and transition of new clients into the IBM Federal Data Center, implement our clients system upgrades/improvements as well as serve as clients contact point for Tier 3 O&M support. The TDM role is the interface between the client, the MSCS Architecture, MSCS Engineering team, and the IBM Federal Account teams. The TDM will be responsible for assigning resources to projects and meeting/maintaining schedules across multiple accounts in parallel with IT upgrade projects within the Federal Data Center.

Work location - Boulder, CO/ Raleigh, NC./ Herndon, VA./ Houston, TX.

Required Technical and Professional Expertise

·  5+ years of experience managing all aspects of project transitions for on and off-boarding customers; including development of project tasks as necessary with input from the client, Technical Account teams and MSCS Engineering and Architecture teams.
·  5+ years of demonstrated ability to manage multiple offerings and environments across a wide variety of customers with differing requirements.
·  5+ years of experience allocating resources appropriately to meet client/program needs and minimize resource contention.
·  5+ years of experience coordinating stakeholder meetings.
·  5+ years of experience creating / Managing an integrated master project plan across multiple offerings.
·  5+ years of experience utilizing PM professional skills to enhance the level of service and quality of client deliverables.
·  Ability to collect technical inputs and create solutions to meet client requirements.
·  Candidate must have managed an IT team in the past.
·  Ability to obtain and maintain a DoD Secret clearance.

Preferred Technical and Professional Experience

·  3+ years of knowledge and experience with Information Technology (IT) services and data center management, either traditional and/or cloud based environments.
·  Skills in a formal PM discipline (PMI or other PM accreditation is a plus).
·  3+ years of experience with Federal Government contracts, including security compliance guidelines for NIST 800-53 moderate and high impact baselines.
·  Active Secret or Top Secret Security clearance.
·  3+ years of demonstrated knowledge of the client's industry, key business issues, and priorities.
·  ITIL V3 Certification preferred.
·  Ability to provide integrated master schedule updates to the client, Engineering and Architecture, as well as client/program facing teams and SDMs.
