Mission

Description of the Business Line or Department - Summary of the business, coverage, services

Within CPLE, the Compliance division of the SG group, CPLE/MAR/CMS adresses surveillance of MARKET activities.

CMS (Capital Markets Surveillance team) is the compliance department in charge of the surveillance of the Investment bank market activity including automated monitoring of transactions and communications of staff involved in trading activity and accessing to markets, and Significat Shareholder Disclosures. The main Business units under surveillance are MARK, AMER and APAC but CMS is also covering CORI, GLFI, WAAM.

The Capital Market Suveillance team is composed of 80 people across 6 locations (London, Paris, New York, Chicago, Hong Kong and Tokyo, Bangalore and Chennai)

Summary of the key purposes of the role - Summary of the key objectives and primary goals (minimum 3)

The COO function supports the management of CMS by providing :

1/ Monitoring CMS activity , reporting on it, and promoting the activity of the team in SG
2/ Maintaining the official documentation of CMS and ensuring the Governance and minimum standards of CMS are in effect, and ensuring CMS activity complies with all rules and policies defined by CPLE central teams (COO, CTL)
3/ Assisting in continuous improvement of the CMS activity, change management, and streamlining of CMS transversal processes
4/ Promoting the CMS Research and Development initiatives, such as Robotic process automation, Big data Business intelligence, and Machine learning

Inside the COO team , the CMS Assistant will be in charge of animating the CMS governance setup, will contribute to the maintenance of CMS documentation and collaborative tools, and assist the top management of CMS for for both Paris and London, for travel, badges and procurement, access rights, as well as contributing ot the integration of new joiners, and to the management of the collaborative platform (JIVE).

The CMS Assistant will also be expected to use his/her understanding of the CMS governance and processes to propose enhancements of the existing setup, propose process enhancements to simplify the processing of requests, and to propose trainings on governance, documentation and tools to facilitate the team activity.

Summary of responsibilities - Minimum of 6 responsibilities to be identified

Management of collaborative tools and user access
Based on the existing procedure : provide the user access to DriveS and Collaborative platform (JIVE)
Perform the quarterly user access review on drives, sharepoint, jive
After performing this task for one quarter, the CMS Assistant will be expected to propose enhancements on the existing user access process and propose a refresh of the existing procedure.

Management of CMS governance and meetings
Organisation of CMS MANCO meetings on a monthly basis : including room booking London/Paris, publication of agendas, drafting and publishing minutes of meeting as well as 1 additional recurrent meeting for each area : COO, TS, CS, SSD per month and Organisation of adhoc meetings for the TopCo

Management of building access
Management of badges access for London and Paris
Liaison with the team in charge of access (Basalte (NCG) and the COO office), HR and the security office in London, in order to be able to adress any new badge request and ensure they are processed timely
The PA will be expected to describe in writing the processes to document how the badges access need to be requested / to whom in order to be able to communiate the process to team members and train the team if required.

Management of top management business trips
- handling of business trips for the managers, booking and relationship with the travel agency
- recording of subsequent expenses
- organise communication around management trips to other locations to inform team members,
- ensure coordination with PA of AMER and APAC to ensure rooms are booked / access badges are prepared
- follow up budget of business trips
Enhancement of the current process : the PA will be expected to document each part of the business trip process (booking / expense) in order to facilitate the experience of the team / the PA will be expected to provide training on the tools and process to the CMS team

Procurement (PULSAR system)
In charge of procurement of equipment in Paris and London : manage procurement requests through PULSAR for the Paris team and through 35000 for London.

Integration of new joiners
- in charge of new joiner welcome communications
- provide users with new joiner information for Paris and London (copy US PAck)
- provide training onboarding on JIVE to new joiners
- update the new joiner tab for the Internal pack with new joiners and leavers
Based on experience and feedback from recent new joiners, The PA will be expected to document the new joiner integration process, propose enhancements on the existing new joiner pack and integration process
