Systems Analyst, Level II

Position Description
Provides technical expertise and recommendations in assessing software solutions and initiatives to support the DMA. Makes recommendations on custom and commercial off-the-shelf (COTS) applications, provides assistance and advice to business users in the effective use of applications, elicits and analyzes business and technical requirements, acts as liaison between end-users and the software development team. Works closely with end-users to develop enhancements to existing applications to meet evolving business needs. Develops test plans, documents requirements, and maintains overall project integrity and schedule. Applies knowledge of project management principals and methods, and leads web project teams using diverse technology. Oversees application development from inception through production using Application Development Life Cycle concepts and tools.
Oversees application support activities and upgrades to ensure application availability. Identifies technical architecture for projects and works with other IT groups to ensure project coordination.

Your future duties and responsibilities
Technical skills required include a keen understanding of the complete software development lifecycle, ability to gather and analyze business requirements, ability to translate end-user requirements into software requirement specifications, excellent oral and written communication skills, conceptual modeling skills, knowledge of database design concepts and data migration and strong project management skills.

Desired skills
• Translate stakeholder requirements into tangible deliverables such as functional specifications, user cases, user stories, workflow/process diagrams, and data flow/model diagraphs.
• Software testing and test plan development experience highly desired.
• Familiar with Agile software development
• Technical writing background

Required qualifications to be successful in this role:
• DoD Interim Secret clearance
• CompTIA Security+ certification or equivalent
• Requirements gathering and customer relations experience
• A bachelor’s degree in Information Technology or comparable work experience
• A minimum of 2 years’ experience as a business analyst
• Ability to define and drive standardization of SDLC assets
• Knowledge Management Experience is preferred
• A history of leading and supporting successful projects
• Excellent planning, organizational, and time management skills
• Ability to work closely with and influence stakeholders to determine acceptable future state solutions
• Ability to understand the workflow and business processes related to the applications supported
• Ability to effectively interface with technical and nontechnical staff at all organizational levels
• Ability to provide outstanding customer service, be a good listener and work well with others
• Ability to learn new content areas and new skills quickly
• Excellent meeting planning and facilitation skills
• Excellent problem solving, conceptual thinking and analytical skills
• General knowledge of hardware and software technologies
• Excellent documentation skills
• Excellent written, verbal communication and negotiating skills, with customers, team and stakeholders
• Competency in Microsoft applications including Word, Excel, PowerPoint, MS Project, Visio
