CGI Federal has an exciting opportunity for a Procurement Analyst (Mid/Sr.) within the PMO. You will support a program that is tasked with implementing a proactive risk management solution to enhance our customer’s cyber defense posture. More specifically, you will execute and track orders to procure hardware, software and licensing as well as support the Lead Financial Analyst within the DEFEND C PMO. You will collaborate daily with senior program and government management to develop procurement, travel and financial reports and provide details in status reports and status meetings.

Your future duties and responsibilities
• Serve as a key member of the PMO while managing the travel and procurement process for the DEFEND C PMO, including all procurement activities/needs for Agencies included in the project.
• Build and manage vendor/supplier relationships.
• Identify process improvements, establish procurement goals and maintain current procurement workbooks, policies and procedures.
• Ensure compliance with GSA and DHS procurement process and documentation while developing procurement orders for all hardware, software and licensing for the CDM DEFEND project.
• Provide input to status reports and create procurement and financial reporting deliverables.
• Provide knowledge and experience in identifying discounts and trends for risk management to provide insight to the Deputy Project Manager and Project Manager to financially manage the CDM DEFEND project from both a technical delivery and profitability perspective for CGI and the Government client.
• Gather, analyze, prepare and summarize recommendations for vendors/suppliers, including future requirements and operating forecasts.
• Support the review and development of contractual documentation and deliverables.
• Develop, interpret and implement detailed cost plus financial concepts for financial planning and management controls and support the technical analysis of budgets and burn rates to determine present and future financial project performance.
• May be the liaison to one or more Agency Core Team(s) in support of schedules and deliverables.

Required qualifications to be successful in this role
• Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required as well as successful passing of CGI background check prior to beginning work. In addition, candidates must have ability to obtain and maintain a DHS EOD/Public Trust clearance.
• Bachelor’s degree and 8+ years of experience. Four additional years of relevant work experience may substitute for a degree.
• Experience in federal government procurement process, including preparing and submitting 1149s and DD250s, and financial management of Cost Plus Award Fee contracts with complex financial models.
• Experience in providing procurement and financial analysis and reporting with advice to senior level leaders within the government and/or senior company leaders.
• Possession of excellent organizational skills, including prioritizing a workload and multi-tasking while paying strict attention to detail.
• Intermediate to advanced Microsoft Excel, SharePoint, PowerPoint and Outlook experience.
• Self-motivator with ability to work as part of a team or independently with little supervision or direction.

Desired Qualifications:
• Technical writing and quality control standards, particularly of formal and contractual deliverables.
• Possesses and has applied expertise on complex work assignments in matrixed organizations.
• Understanding of the DHS Continuous Diagnostics and Mitigation Program (CDM).
