SCOPE OFWORK

Provide expert technical services relating to testing and inspection of bituminous and Portland cement concrete. The services to be performed are plant and field quality assurance testing, inspection, and sampling generally associated with bituminous cement and Portland cement concrete and diamond bit core drilling. It is anticipated that most of the work to be performed will be within the New York metropolitan area, excluding precast concrete facilities.

DESCRIPTION OF TASKS

TASK A -PORTLAND CEMENT CONCRETE -FIELD INSPECTION

· Review plant inspection ticket upon receipt for mix conformance and pertinent data.
· Perform slump tests as required per ASTM C143; air entrainment test as required per ASTM C173 or C231; unit weight test per ASTM C138; cast cylinders or beams per ASTM C31; and conduct microwave drying oven test in accordance with AASHTO T- 318.
· In cases of non-conformance, immediately notify Resident Engineer or his/her representative.
· Perform standard laboratory compressive and flexural strength testing, as well as coulomb and chloride analysis.
·
· Inspect forms for cleanliness and mortar tightness, reinforcing steel fabrication, sizes, placement and clearances, concrete placement, consolidation, finishing, curing and post pour conditions.
· Submit daily reports on forms to be supplied at the end of the day's work.

TASK B -PRECAST /PRESTRESSED PLANT INSPECTION

· Review contractor's quality control program.
· Obtain and review certifications and calibrations on scales, jacks, prestressed strands, inserts, concrete mix designs, reinforcing steel, cement, admixtures, etc.
· Monitor bed set up for type and cleanliness of forms, dimensions, skew distance, strand deflection, strand tensioning and elongation, reinforcing steel, plates, block outs, inserts, and any other pertinent items contained within the members.
· Verify concrete batching and observe placement and quality control testing and sampling performed by supplier (see TASK A).
· Obtain records of curing time and temperatures.
· Witness compressive strength test of cylinders prior to detensioning, stripping and shipping as required.
· Witness detensioning process and sequence.
· Check finished product for dimensions, camber, alignment, chamfers, block outs, studs, inserts, cracks, surface texture, etc.
· Inspect pieces at time of shipping for finish and patching, strand slippage, cracks and blocking, and if found acceptable, stamp or stencil date of acceptance.
· Complete Daily Inspection Report supplied by the Authority.
· In cases of non-conformance, immediately notify Authority Materials Engineering Division representative.

TASK C -BITUMINOUS CONCRETE PLANT AND FIELD INSPECTIONS

· Verify contractor's quality control program.
· Select sample's tonnages as per the Authority's Materials Engineering Division Operations Bulletin, Hot Mix Asphalt Quality Assurance Procedures, as required, and personally obtain a sample from the truck.
· Monitor or perform hot bins analysis, NCAT bum analysis, Marshall or gyratory specimen compaction, maximum specific gravities procedures and compute and evaluate test results.
· Throughout the production, periodically verify batching weights and shipping weights.
· Monitor temperature of finished product and truck loading sequence.
· Supply delivery trucks with inspection tickets, including, but not limited to, temperature of load, weight of load, time of day truck was loaded, sublot and lot tickets. The Authority will supply tickets.

· Verify that necessary adjustments to maintain material conformance to specification are made by plant's quality control personnel.
· Obtain samples of asphalt cement and/or specialty products on a daily basis. Sample to be taken by plant staff in the consultant's presence.
· Reject materials not in conformance with approved mix design or provisions provided in the Authority's Materials Engineering Division's operations bulletins, such as Hot Mix Asphalt Quality Assurance Procedures, and immediately notify Authority's Laboratory Supervisor.
· Submit daily reports on Authority forms. Fax reports at completion of the day's as ignments.
· When assigned to bituminous laydown operations, maintain accurate records, measurements and drawings depicting pavement lot and sub lot locations in accordance with Authority procedures. Additionally, select pavement core location and permanently mark them on pavement at completion of paving day. Obtain quality assurance pavement cores.

TASK D -BITUMINOUS CONCRETE OR PORTLAND CEMENT CONCRETE CORE DRILLING

· Drill, retrieve, label and protect cores in accordance with ASTM C 42.
· Remove and protect bituminous cores in a manner that does not damage the core.
· Patch all core holes with bituminous cold patch or a non-shrink fast setting cementitious patching material as directed by the Engineer.
