Description

The Security Manager provides guidance, oversight and best practices for the Cook County Health and Hospitals (CCHHS) Health Information Systems (HIS) security practice, enabling team members to implement and maintain security hardware and software, analyze problems, and monitor HIS systems to ensure the confidentiality, integrity, and availability of all services. The Security Manager is responsible for ensuring security is built into the design of all CCHHS computer services, including all patient, provider, employee, and business information systems. The Security Manager is also responsible for gathering data to identify customer needs and applying that data in identifying, interpreting and evaluating security requirements as well as coordinating and implementing network, system, and platform security measures. The Security Manager ensures his team provides customer support, maintenance, and administration to the HIS department's security systems.

Requirements

- Provides guidance, oversight, training, and best practices to empower the HIS Security practice.

- Supervises and fosters built-in quality within the HIS Security practice.

- Participates in architecting, definition, and high-level design of solutions and explores solution alternatives; represents the security practice perspective in architecture decisions.

- Works with Customers, stakeholders, Suppliers, and other team members to establish high-level security requirements, design, intent, and deliverables; helps establish the solution models and documents security requirements.

- Establishes critical security related Nonfunctional Requirements such as reliability, recoverability, and scalability at the solution level; participates in the definition of others.

- Analyzes and validates the economic impact of security design decisions and provides recommendations on spending.

- Works with stakeholders to develop, analyze, split, and realize the implementation of enabling security platforms.

- Participates in Planning, Solution Demos, and Retrospective events.

- Defines, explores, and supports the implementation of security platforms to evolve and modify requirements, design, intent, and deliverables; works directly with Service Teams to implement, explore, or support their needs.

- Works with HIS Management to plan and develop the security Architectural Runway in support of upcoming business Features/Capabilities.

- Works with HIS Management to determine capacity allocation for enablement work.

- Maintains up-to-date, detailed knowledge of the IT security industry including awareness of new or revised security solutions, improved security processes and the development of new attacks and threat vectors.

- Maintains up-to-date baselines for the secure configuration and operations of all in-place devices, whether they be under direct control (i.e., security tools) or not (i.e., workstations, servers, network devices, etc.).

- Maintains operational configurations of all in-place security solutions as per the established baselines.

- Review logs and reports of all in-place devices, whether they be under direct control (i.e., security tools) or not (i.e., workstations, servers, network devices, etc.). Interpret the implications of that activity and devise plans for appropriate resolution.

- Participate in investigations into problematic activity.

- Participate in the design and execution of vulnerability assessments, penetration tests and security audits.

- Provide periodic on-call support for all in-place security solutions.

- Other duties as assigned.

- 8-10 years of experience supporting a complex, highly available network environment (Healthcare or Finance experience preferred).

- 7-8 years of experience architecting and implementing security products and services from multiple vendors.

- Over 3 years of experience leading teams in the successful completion of multiple projects.

- Strong communication skills with the ability to work with employees and end-users at various skill levels.

- Ability to work in a team environment and mentor junior team members.

- Must be able to multitask and require minimal supervision to bring security related incidents to closure.

- Ability to develop and maintain strong working relationships with internal and external contacts.

- Working experience and knowledge with Wireless, Network Access Control, and Layer 2/3 VPNs.

- Working knowledge of Network, Server, Intrusion Detection/Protection, Endpoint Protection, Firewall, and Server technologies (Software Defined Networking, and Hybrid Cloud experience preferred).
