JOB TITLE: Financial Inclusions Officer
LOCATION: Tower Hamlets, East London
PAY RATE: £17.86 PAYE / £23 Umbrella
START DATE: ASAP
DURATION: 6 months

Job Purpose:

Providing one to one support to tenants on money and debt advice issues in order to enable them to gain control over their finances and minimise their indebtedness to Tower Hamlets Homes.

Key Accountabilities:

Financial advice and support to tenants, arrangements made to clear debt, reduced indebtedness to the THH, tenants to have better control over their finances.

Engaging with tenants to offer financial advice and help reduce debt. Providing support and sensitively persuading tenants to overcome barriers and look at various available options and to prevent rent loss.

Referring cases to external agencies for detailed financial advice and support.

To identify tenants in financial difficulty and take initiative to offer a range of financial advice options. Demonstrating knowledge and skills to sensitively interview and assess tenant's complex needs. Fact-finding and identifying where a resident may require additional support on financial issues, vulnerabilities and employment.

To examine tenants' circumstances and distinguish between genuine financial hardship and disputes/unwillingness to pay.

Excellent time keeping and self-management to decide where to offer advice and support directly, when to refer to an external agency, and when to refer back to the arrears team for collection.

To show initiative in identifying tenants' financial circumstances and vulnerabilities such as mental health issues; be flexible and imaginative in offering appropriate advice and support.

Being an advocate on tenants' behalf to creatively maximise income with a range of organisation and internal advice.

To have a full understanding of debt advice and benefits and have the ability to engage with vulnerable residents meeting at surgeries and home visits. Be the first point of contact for tenants managing complex and severe cases to prevent eviction and sustain tenancy. To liaise with advocates regarding complex cases.

CRITERIA

Experience of working with Tenants' to resolve debts ideally in the social housing sector

Experience of working within a team in a housing management environment or customer Services environment

Experience of working in a customer service driven environment.

Experience of working collaboratively with others and team working.

Experience of negotiating agreements to reduce debt.

Experience of engaging with tenants to maximise income.

Up to date knowledge of Housing Legislation relevant to tenants

Knowledge of Social Housing Sector and work of ALMO's Page 5 of 6 Financial Inclusion Officer April 2016

Knowledge of relevant IT packages including Microsoft Word, Excel and PowerPoint

Knowledge of current legislation and best practice.

Knowledge of the terms and conditions of tenancy agreements

Knowledge of Welfare Benefits and making successful appeals.
