Controversy surrounding fisheries management has become a high-profile debate amongst the international community, illustrating the difficulty in establishing diagnostics and management measures for global fisheries. Atlantic bluefin tuna are the archetype of overfishing and general mismanagement of global fisheries. Their fisheries characterize the majority of fisheries management problems: severe overcapacity, open access in international waters, high market value, and deficient governance at both the international and national levels. The iTuna project aims to empirically determine the most efficient and commonly agreed upon approach to manage large pelagic species. This PhD project will be address three questions: 1) what are the economic processes (technical change, subsidies, price flexibility, allocation of property rights, foreign trade, industrial organization) that can maintain fisheries profitability while the abundance of renewable marine resources is low?, 2) What are the management measures (quotas, fishing season, marine protected areas) that enable us to find a compromise between conservation and exploitation ?, 3) Can we improve the management process by the analysis of manager behaviors during decision-making? To address these questions, abioeconomic model of bluefin tuna fisheries will be developed in order to be integrated into a fisheries game. Results of the different players (managers, scientists, and large audience) will enable us to better understand the process of decision-making.
